Denis Pushilin, the leader of the illegal entity "DNR", publicly acknowledged that serious problems with the supply of drinking water still exist in the territories of Donetsk region under Russian control. Instead of ordering the acceleration of capital repairs to engineering networks, he instructed the organisation of water distribution in barrels.
Assessment of the water resources situation
In a post published on 30 September by local propaganda channels, Pushilin attempts to present the situation as improved, despite the existing difficulties.

І за рахунок рясних опадів водосховища наповнилися. Звичайно, ми можемо зараз розподілити цей ресурс» ("Despite all the difficulties, the water situation has improved. But a lot of problems remain. We have made a lot of transfers, built many water mains... And due to heavy rainfall, the reservoirs have filled up. Of course, we can now distribute this resource"), he stated.
Instructions regarding temporary solutions
At the same time, the head of the "DNR" formulated a specific task for his subordinates: by 10 October, it is necessary to redistribute resources and ensure additional water supply in barrels in those settlements where the emergency repair of networks proved impossible.
Pushilin also emphasised the need for active action by the municipal enterprise. «Але знову ж таки, "Вода Донбасу" повинна там, де можуть, виправляти ситуацію в найкоротші терміни» ("But again, 'Voda Donbasu' must, where possible, rectify the situation in the shortest possible time"), he added.
