Dismissal for obstructing the performance of official duties

Olha Ratushna, who worked as a prosecutor in the Pereiaslav unit of the Boryspil District Prosecutor's Office in Kyiv Oblast, is being prepared for dismissal. The primary reason is the obstruction of law enforcement activities.

Incident in the family doctor's office

The incident occurred on 4 December 2025. At that time, a prosecutor, accompanied by police officers, attempted to serve an indictment on a suspect who was in the office of a private family doctor. At the entrance, the group encountered Olha Ratushna. She was not there on official duty, yet she actively obstructed her colleague and the law enforcement officers from performing their duties.

Footage from a police officer's bodycam recorded Ratushna refusing to move away from the door, arguing with police officers, grabbing them by the clothes, and pushing the prosecutor who was attempting to serve the document.

«Нащо ви цей цирк устраіваєте?», — обурювалась Ратушна і декілька разів повторила: «У нього єсть адвокат» (Why are you staging this circus?, Ratushna exclaimed and repeated several times: He has a lawyer)

. А також зауважила: «Робіть це правильно… Якого підозрюваного? Людині стало погано. В нього єсть адвокат… Ви знаєте, що у нього єсть адвокат, який перебуває на лікарняному. Нащо ви людину колотите до такого стану? Ви знаєте, що він на стаціонарному лікуванні, адвокат попередив… Він в суботу закриває лікарняний… Які строки? Ви можете до 30 продовжитись».

Aggression and damage to equipment

When the man left the office, he began to push his way towards the exit. Ratushna followed him and continued to obstruct another prosecutor from serving the indictment. During this, she grabbed a police officer by the jacket. Then Ratushna seized the cover of the video camera display being used for filming and grabbed the police officer's bodycam with her hands, attempting to rip it off.

The prosecutor who was attempting to serve the indictment was pushed by the suspect as he headed for the exit, causing her to hit the corner of the wall with her right hand and sustain abrasions on her wrist and hand. After this, the man went outside, got into a car, and drove off in an unknown direction.

Suspicious sick leave certificate

On that day, Ratushna had taken leave from work, citing a doctor's visit due to chest pains. Later, she brought her supervisor what was allegedly a prescription for prescribed medication. The document raised suspicions: the date visually showed signs of alteration, it lacked the details of an official form, and it did not specify the registration number or the personal details of the person to whom the medication was prescribed.

When the internal investigation began, the family doctor denied that Ratushna had visited him on that day. Several months later, Ratushna did obtain a certificate from that doctor stating that he had provided her with services on that day: he had measured her blood pressure, albeit unofficially.

Connection to the suspect and NABU investigation

The head of the Pereiaslav prosecutor's unit reported that he had heard from Ratushna that the suspect who was in the doctor's office on 4.12.2025 was her godson. On that day, the doctor had a client who was an employee of the State Emergency Service's Communication and Management Centre. He had previously been served with a suspicion of a street fight — intentional minor bodily harm (Part 1 of Article 125 of the Criminal Code of Ukraine). The instigator of the fight told them that he had hit the victim because he had beaten Ratushna. The prosecutor herself denied everything.

The NABU is also investigating, based on a police officer's report, a case in which "unidentified persons" offered active resistance.
