The system of Territorial Recruitment and Social Support Centres (TCCs) has a number of systemic problems that have not been resolved at the state level. This was stated by the Parliamentary Commissioner for Human Rights, Dmytro Lubinets, in an interview with Radio Svoboda.
Regions with the highest number of appeals
According to the Ombudsman, a so-called "disgraceful quartet" of regions has formed in Ukraine, which have remained leaders in the volume of complaints against the actions of TCC military personnel for many years. This list includes Odesa, Dnipropetrovsk, Lviv and Zakarpattia regions. Lubinets emphasised that the number of appeals from citizens in these regions increases every year.
Situation in Zakarpattia
As an example of a systemic failure, the Ombudsman cites the situation in Zakarpattia region, where complaint statistics showed annual growth. He linked this to the activities of the then head of the regional TCC and Social Support Centre.
«Ми це пов’язували з діяльністю керівника обласного ТЦК та СП. Більше того, за матеріалами, у тому числі від нашого інституту, було відкрито кримінальні провадження. Служба безпеки України ще у 2025 році провела обшук у цієї людини і на робочому місці знайшла досить велику кількість готівки в іноземній валюті» (We linked this to the activities of the head of the regional TCC and Social Support Centre. Moreover, criminal proceedings were opened based on materials, including from our institute. The Security Service of Ukraine conducted a search of this person in 2025 and found a fairly large amount of cash in foreign currency at their workplace), stated Dmytro Lubinets.
It is known that after the dismissal of the head of the regional TCC, he was reinstated to his position, but now he performs his duties on an acting basis.
Lack of systemic response
The Ombudsman is convinced that problems related to the mobilisation process remain unresolved, as there was no systemic response from the previous leadership of the Ministry of Defence and the Ukrainian Ground Forces.
