Changes in social assistance allocation rules

Starting from 1 June 2026, updated regulations for foreigners applying for the 800+ social assistance will come into force in Poland. Holding only a residence permit will no longer be sufficient: applicants are required to meet a comprehensive list of criteria, and their data will be subject to verification in several state information systems simultaneously.

According to the publication InPoland, the new restrictions will apply exclusively to citizens of countries that are not members of the European Union and the European Free Trade Association (EFTA). Citizens of EU member states, the United Kingdom, and Poland will remain outside the scope of these changes.

Key conditions for receiving payments

To be eligible for regular 800+ benefits, foreigners, including Ukrainian citizens, must simultaneously comply with several mandatory requirements. The Social Insurance Institution (ZUS) may refuse to allocate child benefits in the following cases:

  • if the applicant does not reside in Poland together with their children;
  • if they do not work in the country and do not engage in business activity;
  • if they do not pay taxes to the Polish state.

An additional mandatory condition is the child's education. For a family to retain the right to financial support, the child must attend a preschool (nursery), school, technical college, or lyceum in Poland.

Data verification and possible reasons for refusal

Information on the fulfilment of established requirements will be verified through various databases. If at least one criterion is not confirmed, ZUS has the right to refuse the allocation of benefits or suspend a payment that is already being made.

Among the common reasons for termination or refusal of payments, according to ZUS information, are:

  • recipients leaving the territory of Poland;
  • non-payment of insurance contributions;
  • children not attending Polish educational institutions.

Problems may also arise due to discrepancies or errors in documentation and electronic systems, in particular due to an incorrect PESEL number, or false data regarding name or date of birth. Particular attention should be paid to updating one's data in the PESEL register, as outdated information may become an obstacle to receiving benefits.

Appeal procedure and resumption of payments

An important detail is that all necessary criteria must be met simultaneously, however, it is sufficient for at least one of the child's parents to meet the requirements.

In case of violations being detected, the applicant may be asked to provide explanations and documents confirming the right to benefits. Three days are allotted for a response from the moment of receiving the relevant request. If the applicant confirms compliance with all established requirements, the payment will be resumed from the month in which it was suspended.

Other forms of financial support

It is worth noting that the 800+ programme, under which 800 zloty per child can be received monthly, is not the only form of assistance for Ukrainian families in Poland. The country also provides payments for school preparation, care for small children, assistance to low-income families, and one-time support after the birth of a child.
