Mobile internet via national roaming in Ukraine is currently not working. The Ministry of Digital Transformation is studying the technical feasibility of implementing such a feature, but today the system is focused exclusively on basic communication channels.
What national roaming offers today
Deputy Minister of Digital Transformation Stanislav Prybytko explained in an interview with RBC-Ukraine how the communication support mechanism works. National roaming allows subscribers to remain reachable if their primary operator's network is temporarily down. A user can automatically or manually switch their device to another provider's network.
However, according to Prybytko, at present, only voice calls and SMS messaging are available through such switching. Access to mobile internet via this system is absent.
Prospects for expanding functionality
The Ministry of Digital Transformation is considering the option of adding internet support to national roaming. However, the current priority remains ensuring the ability to make a call, seek help, or send a message in emergency cases when the operator's own network fails.
It is worth noting that no system can guarantee uninterrupted communication under any circumstances. If, as a result of mass shelling or prolonged power outages in a certain region, the base stations of all operators fail simultaneously, switching to another network becomes impossible.
Ensuring network autonomy
To reduce the risks of disconnections during crisis situations, mobile operators are actively strengthening their infrastructure. Generators are installed at critically important nodes, backup power systems are improved, and the duration of autonomous operation of base stations is increased.
