Social Policy Minister Denis Ulyutin expressed the position that state cash payments for individuals with Group III disability are ineffective. According to him, the state must redirect resources to the development of the social services network.

Civil society organisations and veteran structures reacted to the minister's proposal with caution. They emphasise that any reform should not turn into a complete cancellation of financial support. Advocates for maintaining the status quo note that there is currently no effective alternative to pension payments.
Critics of the initiative point out that the infrastructure required to ensure an accessible environment, as well as inclusive education and employment systems, remains underdeveloped. For many people with disabilities, the pension is one of the key stable sources of funding, allowing them to cover costs for treatment and rehabilitation.
Ensuring payment stability
The relevant committee of the Verkhovna Rada commented on the possible consequences of such statements. They confirmed that no sudden or automatic cessation of pension payments to Group III disabled individuals is planned.
