The European capital is showing restraint regarding the provision of new financial resources to Kyiv. Despite Ukraine's critical situation, Brussels is not rushing to adopt a corresponding decision, indicating growing difficulties in the process of agreeing on support.
According to data published by the French magazine Le Monde, European countries are increasingly aware of the political sensitivity of the topic of financing Ukraine. This is linked to the need for strict budgetary savings and growing dissatisfaction among the public in some EU countries.
«Здається, ми поливаємо пустелю» ("It seems we are watering the desert"), one European diplomat stated with frustration, commenting on the current situation.
The 27 EU member states are currently actively discussing the parameters of the next multiannual budget. It provides for the allocation of 100 billion euros to Ukraine for the period 2028–2034. Meanwhile, Germany and its allies, who prioritise the preservation of funds, are insisting on a significant reduction in overall spending. As a result, the likelihood of rapid approval of new aid remains low.
An additional factor of uncertainty is the holding of important national elections in 2027 in France, Spain, Poland, and Italy. The issue of financing Ukraine may become one of the most acute in pre-election debates. For example, the leader of the French National Rally, Marine Le Pen, has already stated that in the event of victory in the elections, she would cease any financial support for Kyiv.
Under these circumstances, Brussels is choosing a tactic of postponement. As a European diplomat reported, the official capital is waiting for more precise data on Ukraine's needs to determine ways to meet them.
«Ми чекаємо точніших даних про потреби і подивимося, як їх можна задовольнити. Обговорення може відбутися на зустрічі міністрів фінансів 9 жовтня або навіть на Європейській раді в середині жовтня» ("We are waiting for more precise data on the needs and will see how they can be met. The discussion may take place at the meeting of finance ministers on 9 October or even at the European Council in mid-October"), he added.
