A new bill concerning the taxation of parcels containing goods purchased through foreign marketplaces has been registered in the Verkhovna Rada of Ukraine. This document proposes the introduction of value-added tax (VAT) on all parcels from abroad.

Key provisions of the bill
According to the text of the document, all international parcels, regardless of their value, will be subject to VAT, the rate of which in Ukraine is 20%. However, certain exceptions remain in place:

  • Parcels valued at up to €45, sent by individuals without payment and for non-commercial purposes, are exempt from VAT.
  • Import duty will only be levied on parcels whose value exceeds €150.

Thus, the main tax burden falls on purchases made through popular platforms such as AliExpress, Temu, and others.

Reasons for the changes
The initiative aims to eliminate tax loopholes exploited by major international marketplaces and to support domestic businesses. The state budget will gain an additional source of revenue, and Ukrainian entrepreneurs will be able to compete with foreign suppliers on more equal terms.

Potential consequences for buyers
The introduction of tax on all parcels containing goods purchased on foreign platforms may lead to an increase in the cost of goods for Ukrainian consumers. For example, VAT of 20% will be added to each purchase from abroad, making international shopping less attractive.

Buyers may also face more complex customs clearance procedures and additional time costs.
