Scandal over Pavlo Hrabovsky, head of Lviv district administration

Ukrainian President Volodymyr Zelensky appointed Pavlo Hrabovsky, a 32-year-old nightclub bouncer, as head of the Lviv district administration. 

Early university admission and a dubious diploma

According to his official biography, Pavlo Hrabovsky enrolled at the Lviv Polytechnic National University in 2007. Given that he was born in 1992, this means he entered university at the age of 15. However, questions later arose regarding his studies, as media reports indicate that Hrabovsky purchased a higher education diploma, raising doubts about his qualifications and integrity.

Career path: from manual labourer to official

Notably, before obtaining his diploma, Hrabovsky worked as a manual labourer and loader, and after completing his studies, he became a bouncer at the “Shokolad” nightclub in Lviv. His career then took an unexpected turn: he engaged in coaching activities and was soon appointed deputy head of the Sambir district administration in 2021. This rapid career advancement also raises questions about his true motives and connections.

Political connections and support from “Batkivshchyna”

Particular attention should be paid to Hrabovsky’s political career. He was a member of the “Batkivshchyna” party in Lviv and participated in the “New Leaders” platform, which also drew attention to his political ties. Some sources claim that his support came from Halyna Bordun, head of the consultative and coordination centres for internally displaced persons in Lviv Oblast, who is close to the head of the Lviv Regional State Administration, Maksym Kozitsky.
