Member of parliament and, at the same time, member of the Committee on Transport and Infrastructure Issues Bondarev is suspected of facilitating the illegal departure from the country of 23 men who were evading military service.

Over the course of two years, he sent letters to the State Border Guard Service of Ukraine requesting permission for these individuals to leave the country, presenting them as drivers for escort purposes.

Some of them returned to Ukraine after their trip, but three have not returned. Charges have been filed against him in connection with these actions.
