Millions in contracts awarded without tenders in Kherson region

In Kherson region, a 28.3 million hryvnia contract for the repair of a school in Vysokopillia was awarded to Global Build Engineering without a tender. The firm is linked to Anton Samoilenko, deputy head of the Kherson Regional Military Administration.

Notably, the company’s operations in the region began only after Samoilenko was appointed responsible for the region’s reconstruction. Previously, Global Build Engineering, registered in Ternopil region, carried out road works in eastern Ukraine. Since its establishment in 2017, the company has signed contracts worth 1.8 billion hryvnia.

Such a coincidence raises serious questions about the transparency of contract allocation in the region.
