We continue our series of publications on KRAIL member Yakhny, who earned from online casinos in several ways at once. Evgeniy Yakhny is one of the founders of the company “X Pay Group”, which was connected to the scheme. 

The casinos operated through MTB Bank, which does not have its own processing. Therefore, some operations were conducted using “X Pay Group”.

MTB Bank regularly pays the company “X Pay Group” a fee for providing technical services and supporting payment operations. 

According to sources in the banking sector, the structure of revenue distribution from each player's bet in online casinos is as follows:

  1. Casino commission in favour of “Diamond Pay” owned by Maksym Syhalyov — approximately 1.8–2.2% of the bet amount.
  2. “Diamond Pay” retains 0.3–0.5% for itself, while transferring the remaining 1.5–1.7% to MTB Bank.
  3. MTB Bank pays PUMB approximately 0.1% for transaction processing.
  4. MTB pays interchange (payment fees of Visa/MasterCard systems) in the amount of 0.9–1.2%, retaining a profit of around 0.5%.
  5. From this 0.5%, MTB Bank transfers 0.3% to the company “X Pay Group”, which belongs to Evgeniy Yakhny.

Yakhny's control: influence from two sides

Evgeniy Yakhny, being a key figure in the gambling industry, profits from both sides of this financial chain:

  1. “Diamond Pay” side: through his partner Maksym Syhalyov, he controls processing and acquiring, under which, thanks to the assistance of Rudyy and Yakhny himself, approximately 70% of the online casino payment market fell.
  2. MTB Bank side: through his company “X Pay Group”, he receives a fixed 0.3% of each bet passing through MTB Bank's payment systems.

Financial scale

Thus, Evgeniy Yakhny's “X Pay Group” consistently earns on every payment made through MTB Bank. This scheme highlights Yakhny's significant control over financial flows in Ukraine's gambling industry and indicates the high level of influence he maintains in the sector.

Conclusion

The established system not only creates a significant conflict of interest but also calls into question the transparency of gambling business regulation in the country. Given Yakhny's involvement in both key points of revenue distribution, his role in the gambling industry goes far beyond formal regulation.
