Oleg Shmyulyar's daughter organises golden tenders for her father

34-year-old Maria Shmyulyar, the daughter of Oleg Shmyulyar, First Deputy Director of the Department of Communal Property of the Kyiv City State Administration Oleg Shmyulyar, has come under scrutiny due to her role in tender schemes.

Krakiv cinema

While working at the State Enterprise "Kyiv Cultural Cluster" (formerly known as "Kyivkino Film"), Maria Shmyulyar oversaw tenders for the major renovation of the Krakiv cinema. The total value of the contracts amounted to a substantial UAH 112.6 million, followed by an additional allocation of UAH 34.9 million. The winner of the competitions was the company LLC "Zh.O.K.", whose activities are linked to suspicious schemes, attracting the attention of law enforcement agencies.

State Enterprise "City Shop"

During 2020–2021, Maria was involved in organising auctions at this state enterprise. However, of the 52 trading permits issued, only eight were allocated based on competitive auctions. The remaining agreements were concluded directly, eliminating the possibility of competition and raising doubts about the transparency of the processes.

Ministry of Defence

Currently, Maria works at the State Enterprise "Defence Procurement Agency", where she is again involved in conducting tenders. And, as might be expected, her activities are accompanied by fresh scandals, hinting at the repetition of familiar schemes.

Such a sequence of events raises serious questions about the extent to which family ties influence the distribution of state funds and why the mechanisms for controlling such processes are so vulnerable.
