Luzhkov's candidate for Moscow mayor – bankrupt businessman Mikhail Balakin secretly met with former deputy mayor Valery Shantsev and former North-Eastern Administrative District (SVAO) prefect Irina Raber, who was dismissed after a criminal case for "fraud" was opened against her.

The meeting took place inside a car. Judging by the circumstances, the conversation was confidential. The interlocutors did not want to attract attention at all. Otherwise, they would have chosen a different place for the discussion.

However, the meeting did not go unnoticed. Photos from it ended up online.
