8 million for shelters in Kherson without tenders

City authorities conclude agreements without competition – funds go to selected contractors

Millions of hryvnias continue to be allocated in Kherson for the construction and repair of shelters, but without open tenders. The Civil Protection Department of the local city council concludes contracts directly, and the funds end up with a limited circle of entrepreneurs. According to journalists, three contractors received more than 8 million hryvnias.

Who is winning the contracts?

Oleksandr Vasyliev – received over 4 million UAH for the repair of shelters. In 2023, he registered a business in Kyiv, but in Kherson he managed to sign contracts worth 16.3 million UAH.

Oleksandr Shamychkov – concluded an agreement for 2.47 million UAH. He changed his registration from Severodonetsk to Kherson, and just two days later signed a contract with the local administration.

Vasyl Rzhievskyi – received a contract for 1.65 million UAH. He started his business activities during the war, engaging in construction and trade.

How are budget funds distributed?

All contracts were concluded without conducting open tenders through Prozorro, which limits competition and makes the process less transparent. Who selects the contractors and on what criteria remains unanswered.
