Exposure of illicit gain scheme

The Security Service of Ukraine announced the exposure of a corrupt scheme under which military-liable individuals were offered employment in the State Customs Service. The primary objective of these actions was to secure a deferment from mobilisation.

During the investigation, the deputy head of one of the directorates was detained. He simultaneously held the position of head of the Personnel Department at the State Customs Service.

Crime mechanism and service cost

Investigation results established that the official received financial benefit for facilitating the employment of military-liable individuals in the customs authority's staff. Additionally, law enforcement officials claim that this HR specialist helped applicants gain admission to a specialised higher education institution for money, using personal connections with university management.

The price of such "services" was $25,000.

Detention and criminal proceedings

SBU officers documented several episodes of money transfers, after which the suspect was detained. Based on the evidence gathered, he was informed of suspicion under Part 3 of Article 27, Part 3 of Article 368, and Part 4 of Article 368 of the Criminal Code of Ukraine, which provide for the organisation of a public official accepting a proposal, promise, or receiving illicit gain.

Currently, investigators are deciding on the preventive measure. Under the charged articles, the suspect faces a penalty of up to 12 years in prison with confiscation of property.

The investigation continues: law enforcement officials are identifying other individuals who may be involved in implementing this scheme.
