The procedure for the automatic extension of deferments from mobilisation has been launched in Ukraine. According to the Ministry of Defence, over 90% of valid deferments can be extended without the need to resubmit documents or visit state institutions. The verification process will continue until 30 October, and users of the “Reserve+” app will receive the results in stages.
If the grounds for exemption from conscription for a specified period remain valid and are confirmed by data from state registers, the citizen does not need to do anything. The system will update the status automatically. This was reported by the publication “Sudovo-yurydychna hazeta” (Judicial and Legal Gazette).
Where to check the updated status
Since verifications are not conducted simultaneously for everyone, notifications in the app may appear at different times. Those who have not yet received a notification need to wait for the procedure to be completed. The result will be sent to all interested parties, regardless of whether the deferment was successfully extended automatically.
In case of a successful extension, it is advisable to check the current validity period of the document. This can be done in the “Reserve+” app using the following scheme:
- Log in to the app’s personal cabinet.
- Tap the “+” icon and select the “Update document” option to update the electronic military registration document.
- Tap “+” again, go to the “View document” section, and find the date in the extended information.
If the document states “until the end of mobilisation”, this means that the deferment will be valid until the end of the current mobilisation period. Exact dates can be seen in the detailed information of the electronic document. In the future, if mobilisation is extended, the deferments of certain categories may also be updated automatically, provided that the grounds remain valid.
The mechanism of automatic verification
The process is based on cross-checking data on the liable person with state information systems. If the registers contain up-to-date information confirming the right to a deferment, its term is extended without the citizen’s involvement. It does not matter how the deferment was initially obtained: through “Reserve+” or through a Public Service Centre (PSC).
It is important to understand that the “Reserve+” app does not make independent decisions. It only displays information stored in the relevant state registers.
Who is entitled to automatic extension
The possibility to extend a deferment without a new application is provided for 22 categories of citizens. These include:
- persons with disabilities;
- citizens recognised as temporarily unfit for military service;
- parents who have three or more children in their care;
- mothers and fathers who are raising a child under 18 years old on their own;
- parents of minor children with disabilities;
- citizens who are raising children with severe illnesses (even without an established disability);
- parents of adult children with Group I or II disabilities;
- persons caring for seriously ill family members;
- guardians of citizens recognised as legally incapacitated;
- men and women whose spouse has a Group I or II disability;
- citizens whose spouse has a Group III disability;
- persons whose parents (or the parents of their spouse) have a Group I or II disability;
- citizens who care for relatives of the second or third degree of kinship with disabilities;
- wives and husbands of military personnel who have a child;
- students and postgraduate students;
- scientific staff and employees of higher and professional education institutions;
- teachers and other pedagogical staff of general secondary education institutions;
- citizens whose close relatives died or went missing during hostilities or martial law;
- relatives of persons posthumously awarded the title of Hero of Ukraine for their courage during the Revolution of Dignity;
- people who lost their freedom as a result of armed aggression against Ukraine;
- military personnel released from captivity;
- citizens aged 18–25 who have signed a one-year military service contract.
The key requirement for all listed categories is that the circumstances granting the right to a deferment must remain current and have confirmation in state registers.
Actions if the deferment was not extended
If the automatic verification did not yield a positive result, the user will receive a corresponding notification in “Reserve+”. A negative result does not yet mean the loss of the right to a deferment. The problem may be related to outdated or missing data in the registers.
In such a situation, it is recommended to:
- Check the accuracy of the data in the registers that confirm the ground for the deferment. If the information is incomplete or outdated, it needs to be updated.
- Resubmit the application through “Reserve+” (if this is provided for your category) or apply to any Public Service Centre (PSC) with the documents.
Important: a previously issued deferment does not cease to be valid prematurely solely because the automatic extension did not take place. It remains valid until the date for which it was issued. In such a case, there is no need to apply directly to the Territorial Centre for Recruitment and Social Support (TCRSS).
The difference between extension and initial processing
It is necessary to distinguish between the automatic extension of an existing deferment (covering 22 categories) and the initial online processing of a new deferment. Currently, the possibility to submit an application through “Reserve+” without visiting an institution is available for 12 categories of citizens, including:
- citizens with disabilities;
- liable persons with the status of temporarily unfit for service;
- parents of minor children with disabilities;
- parents of adult children with Group I or II disabilities;
- men and women whose partners have Group I or II disabilities;
- citizens whose parents have Group I or II disabilities;
- men and women who are spouses of military personnel and are raising a child;
- parents of three or more children;
- parents who are raising a minor child on their own;
- students and postgraduate students;
- scientists and staff of higher and professional education institutions;
- teachers and pedagogues of general secondary education institutions.
The Ministry of Defence of Ukraine notes that the list of categories that can process a deferment remotely will be gradually expanded. This depends on the establishment of information exchange between state registers.
It is worth noting that citizens who were previously not on military registration may find that their data is missing in the “Reserve+” app. Although automatic entry of information is provided for some categories, in some cases it is necessary to personally visit the Territorial Centre for Recruitment to process the documents. For men aged 25 and older, such a visit may result in a referral to the medical commission and subsequent mobilisation.
