The occupation administration of the so-called "DNR" has launched a campaign aimed at relocating the population from frontline areas of Donetsk Oblast to Russian-controlled territory. A statement published by the "DNR headquarters" mentions the launch of a special programme for residents of occupied cities.

Call for evacuation and housing promises

In an appeal to residents of Kramatorsk, Sloviansk, Dobropillia and Druzhkivka, representatives of the "headquarters" urge them to find any opportunity to move to Donetsk. As stated in the text: «Далі буде тільки гірше» (Things will only get worse from here on).

The programme organisers claim that upon arrival in occupied Donetsk, specialists will help newcomers resolve their housing issues. It is stated that participation in the programme is supposed to guarantee registration of individuals in need of housing, inclusion in the queue for compensatory real estate, or the provision of temporary shelter.

Registration mechanism and lack of legal guarantees

Applications for participation in the programme are collected via a special KDDS chatbot in the Telegram messenger. For registration, users are required to provide their surname, first name and patronymic, contact details, as well as the exact address of their residence as indicated in official documents.

Meanwhile, as noted by Russian journalists, the "defence headquarters" publications lack clear legal grounds for such a programme. The exact procedure for participation, the list of required verified documents, and specific mechanisms for providing housing are not specified.

Warning regarding personal data security

Residents are strongly advised to carefully assess the risks before sending confidential personal data and original property ownership documents to third-party chatbots. Furthermore, the occupiers' official appeals make no mention whatsoever of the risks associated with crossing the line of military confrontation.
