Criminal case over public comments
The Prosecutor General's Office has opened criminal proceedings against MP Artem Dmytruk. The primary cause was his public statements dedicated to the President of the Russian Federation, Vladimir Putin, and the nature of relations between Ukraine and Russia. Specifically, law enforcement officers took note of the birthday greeting to the Russian leader, which the parliamentarian published on 7 October.
The Prosecutor General's Office announced the initiated measures in response to a request from LIGA.net. The relevant information has already been entered into the Unified Register of Pre-trial Investigations. The case mentions the potential justification of Russia's armed aggression against Ukraine.
Content of controversial posts
In his post, Dmytruk called Putin "the leader of the country on which the life of my country depends". He also emphasised that Ukraine and Russia must "always live side by side and face trials together".
«У цей день хочу побажати володимиру володимировичу мудрості та відповідальності під час ухвалення рішень, зокрема тих, що стосуються України. […] Адже сьогодні особливо важливо ухвалювати рішення, здатні наблизити мир і зберегти людські життя. З днем народження, володимире володимировичу. Бажаю Вам виваженості в ухваленні рішень, а нашим країнам і народам — миру» (On this day, I want to wish Vladimir Vladimirovich wisdom and responsibility in making decisions, especially those concerning Ukraine. [...] Because today it is especially important to make decisions capable of bringing peace closer and saving human lives. Happy birthday, Vladimir Vladimirovich. I wish you prudence in making decisions, and to our countries and peoples — peace), the MP wrote.
Circumstances of departure from the country
In August 2024, the Prosecutor General's Office placed Artem Dmytruk on the wanted list. On 25 August, media reported that he had illegally left Ukraine. This information was later confirmed by the State Bureau of Investigation. The Verkhovna Rada Administration stated that they had not sent the deputy on a foreign business trip.
After reports of his departure emerged, Dmytruk was charged in a case regarding the beating of a serviceman in 2023. He was summoned to the State Bureau of Investigation for investigative actions on 29 and 30 August 2024, but he did not appear.
In early September 2024, Dmytruk was captured on video in a shopping centre in London. According to media reports, he is likely residing in a residential complex in the Battersea area in the south of the British capital.
Colleagues' reaction and next steps
Earlier, MP Mykhailo Bondar from "European Solidarity" filed a statement with the Security Service of Ukraine regarding a potential criminal offence by Dmytruk. He also called on the Speaker of the Verkhovna Rada, Ruslan Stefanchuk, to strip the parliamentarian of his mandate due to his public statements about Russia and the war against Ukraine.
The final legal assessment of Dmytruk's statements must be provided within the framework of the pre-trial investigation.
