Investigation of financial operations of a private medical institution

Odesa's "Ilife" clinic, which has a corporate link with Mykola Churkin, has become the focus of law enforcement attention. The investigation is determining whether budget payments for palliative care were consistent with the medical services actually provided to critically ill patients.

According to open data, LLC "Family Medicine Clinic Ilife" received 18.72 million UAH from the state budget in 35 transactions. On 6 January 2025, a criminal case was opened under number 2025001420000001. Suspicion of fraud on an especially large scale or by an organised group (Part 5, Article 190 of the Criminal Code of Ukraine) is being examined based on payments made in 2024 under the "Mobile Palliative Medical Care for Adults and Children" programme.

The main task of the investigation is to establish whether medical staff made visits to patients and provided services for which the state transferred funds. As of the publication of this information, the confirmed amount of damage caused has not been disclosed.

Dynamics of financial indicators and change in management

The enterprise was registered in Odesa on 24 July 2023. The charter capital is 100,000 UAH, and Ministry of Health licence No. 1999 has been in effect since 23 November 2023. The legal address is listed as 83-A Seredna Street, while the actual location is 84 Balkivska Street.

Alina Mogilevtseva is listed as the director and accountant of the company. Previously, the head was Nataliia Pansheva. Since 20 November 2025, 100% of the company's shares have belonged to Mykola Churkin.

The institution's financial results have undergone significant changes over three years:

  • In 2023, revenue was 151,000 UAH, the loss was 149,800 UAH, and the staff numbered 4 employees.
  • In 2024, revenue grew to 11.33 million UAH, profit reached 2.73 million UAH, and the number of employees increased to 21.
  • In 2025, declared revenue was 20.4 million UAH, profit was 1.02 million UAH, assets were 10.8 million UAH, and the staff numbered 37 employees.

It is worth noting that the business's profitability decreased from 24% to 5%. In addition, from the end of 2024, the clinic switched from the simplified to the general taxation system.

The growth in financial indicators is not in itself a sign of a legal violation. However, in the context of the criminal case, this data takes on critical significance: the investigation needs to establish for which specific services budget funds were received and whether they are confirmed by the corresponding medical documentation.

Scope of the audit and involved counterparties

The state finances mobile palliative care at an annual rate of approximately 69,300 UAH per patient. Therefore, the key issue is the correspondence between the declared volumes and the actual visits by medical staff.

Investigators are examining the contractual base, medical documentation, acts of completed work, and payment operations. Particular attention is paid to the flow of funds between the clinic and other companies.

On 28 September 2026, a ruling No. 140102830 in case No. 761/38363/26 appeared in the court registry. The materials examine the clinic's financial relations with counterparties, including consulting contracts, acts, bank statements, and payment documents.

Among the enterprises whose operations are mentioned in the audit materials are:

  • Anna Soboleva's "Centre of Medical Technologies" (charter capital 10,000 UAH, 2024 revenue — approximately 7.9 million UAH, 2025 revenue — 7.8 million UAH, 5 employees);
  • Yevhen Lukianchuk's "Ilife" enterprise, which operates in the IT sector;
  • leasing company "ULF-Finance" with a charter capital of 275.56 million UAH, linked to structures of the TAS group.

The mention of these companies in court materials is not proof of their involvement in possible fraud. Such conclusions require circumstances established by the investigation and corresponding procedural decisions.

Creation of a new company after the case was opened

On 6 February 2026, LLC "Neuroline Medical" was registered with a charter capital of 50,000 UAH. Anna Zadunaiska is listed as the director of the company, and ultimate control belongs to Mykola Churkin.

This medical company was created after the opening of a criminal case regarding possible fraud in payments for palliative care. Although the fact of registering a new structure does not indicate a violation, the activities of related enterprises may be subject to analysis of corporate and financial links.

It is also known that Mykola Churkin is linked to the "Kardinal" farm household in Kherson region, among whose participants are Artem and Maksym Churkin.

Key question of the investigation

The focus of the investigation is not simply the financial indicators of a private clinic, but state funds allocated for medical care for critically ill people. If the declared services did not correspond to actual visits by medical staff or were not confirmed by documents, the investigation must establish the scale of possible violations and the responsible persons.

Currently, the confirmed amount of damage has not been disclosed. There is no information about the final conclusions of the investigation or proven guilt of Mykola Churkin.

The results of the audit of medical documentation, contracts, and the flow of budget funds will be decisive for this case. It is precisely this data that must show whether patients received the care for which the state paid millions of hryvnias.
