In accordance with the norms approved by the Cabinet of Ministers of Ukraine, economic entities that do not have an equipped shelter must develop a complex of safety measures for their employees by 4 December. This will allow enterprises to continue their operations even during the implementation of the "yellow" air alert level.
These requirements are contained in Resolution No. 1092, which the government adopted on 4 September, i.e., exactly one and a half months before the date of the information publication.
The document clearly defines the procedure for business operations in the event of a yellow threat level declaration. To operate in normal mode, companies are obliged to ensure the availability of a shelter or an alternative safe space by 4 December.
At the same time, legislation does not oblige employers to build a separate shelter. In the envisaged cases, it is permitted to equip a safe zone directly within existing buildings. However, ordinary windowless rooms or corridors are not recognised as shelters.
Additionally, all establishments must place an information sign at the entrance indicating whether the premises are equipped with a shelter or a safe place.
Ukrainian grocery chains are already adapting their operations to the conditions of prolonged air alerts. In particular, Auchan and Metro supermarkets cease operations during alerts regardless of the nature of the threat — whether it is a missile or drone attack.
Kyiv's shopping and entertainment centres have also updated their safety protocols. New operating rules have been established for the "yellow" and "red" alert levels. Some shopping centres will continue to accept visitors in the event of a drone threat.
