Incident at the Territorial Recruitment Centre premises

On 19 October at approximately 18:47, law enforcement agencies received a report of shots fired at the office of the Pechersk Territorial Recruitment Centre (TCC), located at 11A Boychuk Street. According to preliminary data, a mobilisation squad brought Oleksandr Kova***ov, born in 1984, to the facility from 26 Lesia Ukrainka Boulevard.

Course of events and consequences

In the building's lobby, near the checkpoint, the man took out a Sig Sauer combat pistol, which he allegedly had on his person, and fired several shots. As a result, six people were injured: three police officers and three military personnel of the TCC. The attacker was detained immediately after the shooting ended.

Among the injured representatives of the National Police:

  • a captain serving as head of the prevention department, who sustained a wound to his right shoulder blade;
  • a lieutenant, a criminal police operative, who was injured in the lower part of his torso;
  • a lieutenant, a senior inspector, who was diagnosed with a pneumothorax.

Among the injured TCC military personnel:

  • a senior lieutenant with a wound to the buttock area;
  • a soldier who was injured in the neck and chest;
  • a soldier with a shoulder wound.

Procedural actions and security issues

Investigators from the Main Directorate of the National Police in Kyiv entered information into the Unified Register of Pre-trial Investigations under Part 2, Points 1 and 8 of Article 115 (attempted murder) and Article 348 (attack on a law enforcement officer) of the Criminal Code of Ukraine. The fact of detention is being formalised in accordance with Article 208 of the Criminal Procedure Code.

The main question remains how a person carrying a combat weapon was allowed into the TCC premises and who was responsible for checking for prohibited items. Law enforcement officers will have to establish not only the shooter's motives but also determine why the facility's security system failed. Some details obtained from sources are still awaiting official confirmation.
