The Main Directorate of the National Police in Kharkiv Oblast has officially confirmed that the investigation into two criminal cases regarding possible abuses at the Kharkiv Regional Employment Centre has been completed. The total amount of damage caused to the state is nearly UAH 3.2 million. Indictments for both episodes were sent to the Slobidskyi District Court of Kharkiv on 1 September 2026.

The information was provided in response to a request sent on 12 October 2026. In a document signed by Deputy Head of the Main Directorate Mykola Movchan, the results of the audit of the use of funds for the vocational training of unemployed persons and compensation for the arrangement of workplaces for people with disabilities are described in detail.

UAH 2.15m in damages due to driver training

The first criminal case (No. 12026221220000740) concerns possible abuse of office during the implementation of vouchers for vocational training. As established by the investigation, officials of the employment centre involved the Kupiansk Educational and Sports Centre of the Kharkiv Oblast of the TSO of Ukraine in the programme without legal grounds.

Law enforcement officials note that this institution did not meet the requirements for conducting educational activities for the training of drivers of motor vehicles of category "C". Despite this, funds from the Fund of Mandatory State Social Insurance of Ukraine in Case of Unemployment were transferred to its account.

The material damage to the state in this episode is assessed at UAH 2,157,574.50. The deputy director of the centre (technologist-organiser) was notified of suspicion under Part 2 of Article 364 of the Criminal Code of Ukraine (abuse of authority or office, which caused serious consequences). A civil claim was not filed during the pre-trial investigation.

Another UAH 1.04m: case on compensation for people with disabilities

The second case (No. 12026221210000565 of 18 June 2026) concerns possible improper performance of official duties by an official of the Kharkiv Regional Employment Centre. It refers to the improper verification of applications by business entities for compensation for the arrangement of workplaces for persons with disabilities. Such payments are regulated by Resolution No. 893 of the Cabinet of Ministers of Ukraine of 22 August 2023.

The investigation established that the improper performance of official duties led to serious consequences. The amount of material damage to state interests in this case is UAH 1,040,000. The same deputy director of the employment centre is suspected of negligence in office that caused serious consequences (Part 2 of Article 367 of the Criminal Code of Ukraine). The pre-trial investigation has been completed, and the indictment was transferred to the court on 1 September 2026. A civil claim was also not filed in this case.

Police position on other persons involved

In previous questions, the editorial office asked whether law enforcement officers are investigating the activities of other officials, in particular the former director of the institution Oleksandr Kotukov and the head of the employment policy implementation department Inna Prokhorenko. They also inquired about the procedural status of the suspects and the preventive measures applied.

The Main Directorate of the National Police responded that details regarding the materials of criminal cases, the status of persons, and the results of the investigation are subject to restriction in accordance with Article 222 of the Criminal Procedure Code of Ukraine. Information may be disclosed only with the written permission of the investigator or prosecutor. Therefore, the official response contains no information that would confirm or refute the involvement of other persons.

Status of fund recovery

The total amount of damages in the two cases is UAH 3,197,574.50. The police confirmed that civil claims were not filed within the scope of both investigations. The provided document lacks data on the actual recovery of the damage caused, so the question of the return of funds remains open.
