Scheme of misappropriation of state funds exposed in Mykolaiv region

Investigators from the State Bureau of Investigations have uncovered a mechanism for the illegal acquisition of UAH 2.6 million under the state "eVidnovlennia" programme. According to the investigation, the leadership of the Shevchenkivska community and a local police officer are involved in the crime.

How a repaired apartment was registered as destroyed

In March 2022, as a result of Russian shelling, the service apartment where the community police officer resided sustained only minor damage. Later, the housing was fully repaired at the expense of local budget funds and charitable contributions: windows and doors were replaced, and the house roof was restored.

Despite this, the village head, his deputy, and the police officer decided to take advantage of the compensation programme. To receive the payment, it was necessary to change the status of the real estate, as the house was not recognised as dilapidated, and the residents already had assistance for repairs.

Initially, the officials facilitated the privatisation of the police officer's service apartment. Subsequently, through a decision of the village council, the status of the housing and its legal address were changed. In the documents, the apartment was transformed into a separate individual residential house with a different number.

Falsification of the inspection report

The next step was the preparation of the real estate inspection report. Members of the relevant commission, according to investigation data, stated in the document that the house belonging to the police officer and members of his family was allegedly completely destroyed as a result of Russian aggression and unfit for habitation.

Based on this document, the police officer was issued a housing certificate under the "eVidnovlennia" programme for the amount of UAH 2.6 million. He subsequently used these funds to purchase an apartment in Mykolaiv.

Suspicion notified to three suspects in the case

The village head and his deputy were notified of suspicion of abuse of office under Part 2 of Article 364 of the Criminal Code of Ukraine. The community police officer is charged with complicity in abuse of office under Part 5 of Article 27 and Part 2 of Article 364 of the Criminal Code of Ukraine.

All three suspects were removed from their positions, and preventive measures were chosen for them. If found guilty, they face punishment in the form of imprisonment for a term of up to six years.

The SBI noted that it is taking measures to recover the damages caused to the state. The investigation was conducted with the assistance of the National Police leadership, and procedural supervision is carried out by the Mykolaiv Regional Prosecutor's Office.
