Detectives from the National Anti-Corruption Bureau of Ukraine (NABU) have initiated investigative actions in Mykolaiv regarding several companies linked to local entrepreneur Dmytro Antypin. The law enforcement agencies' focus has fallen on LLC "Kum Trade" and LLC "Yur Proekt Bud".
According to financial reporting data, LLC "Kum Trade", which formally engages in retail trade in non-specialised stores, does not actually carry out business activities.
The other entity, LLC "Yur Proekt Bud", operates in the fields of surveying and construction. By the end of 2025, the company's revenue amounted to approximately 9 million hryvnia, while its net profit was only 21,000 hryvnia.
"Yur Proekt Bud"'s active participation in state procurement began in 2024, precisely after Dmytro Antypin became the owner and director of the enterprise. During this period, the company received budget contracts totalling over 11 million hryvnia.
In 2025, the firm won three tenders. Two orders came from the Pervomaiska (now Zavodska) settlement council, and one more from the Shevchenkivka village council.
In 2026, the Zavodska settlement council additionally ordered major repair works on the same administrative building from the company for 1.4 million hryvnia.
In addition, "Yur Proekt Bud" submitted a bid for a tender for the new construction of a protective structure for the Mykhailivske Lyceum of the Stepivska village council. The expected cost of these works is 52 million hryvnia.
In this situation, LLC "Antares-Bud" is also mentioned, which belongs to Mykolaiv residents Volodymyr Tsutskaiev and his daughter Yuliia Filipova. This company has a long history of receiving large budget contracts in the Mykolaiv region, although scandals regularly arise around its activities, particularly due to violations of work deadlines and complaints about quality.
In May, "Antares-Bud" received a contract worth 519 million hryvnia for the reconstruction of the regional children's hospital. Meanwhile, the State Audit Service is demanding the termination of this contract due to violations identified during the tender process.
Journalists are paying particular attention to Dmytro Antypin's possible family ties. According to media reports, his potential relative — Oleksandr Dmytrovych Antypin — works as an authorised person for public procurement in the department of urban planning, architecture and capital construction.
