Law enforcement agencies in Kherson region have detained a local resident who systematically assisted servicemen in leaving combat zones without authorisation. The man received financial compensation for organising transports that allowed them to evade checks at control and checkpoint posts.
Mechanism of illegal transports
According to investigation data, the suspect used his own vehicle to transport soldiers who had left their units or places of service without permission. To avoid detection, he planned routes in advance that bypassed established checkpoints.
Detention and seizure of evidence
Operatives from the Internal and Own Security Unit of the Kherson Border Detachment of the "South" Main Directorate of the State Border Guard Service of Ukraine uncovered this scheme in cooperation with officers from the Security Service of Ukraine and the State Bureau of Investigation. The detention took place at the moment the man received payment for his services during another illegal transport. Law enforcement officers documented the transfer of UAH 13,000 to him.
During a search, cash proceeds from the illegal activity, mobile phones used to coordinate the transports, and the suspect's vehicle were seized.
Procedural aspects of the case
Representatives from the SBU Directorate in Kherson region and the investigative department of the State Bureau of Investigation territorial administration in Kherson participated in the measures. Procedural supervision was carried out by the Kherson Specialised Prosecutor's Office in the sphere of defence of the Southern region.
The detained man was notified of suspicion under Part 5 of Article 27 of the Criminal Code of Ukraine (aiding) and Part 4 of Article 408 of the Criminal Code of Ukraine (desertion). Operational support of the criminal proceedings is ongoing.
Context of similar crimes
Previously, law enforcement officers uncovered an inter-regional scheme facilitating desertion in Kirovohrad and Cherkasy regions. Members of that group helped servicemen illegally leave their places of service and hide, demanding between USD 2,000 and USD 8,000 for their services.
