Nearly a quarter of a century in office and the organisation's financial indicators
Mykhailo Volodymyrovych Huk has headed the primary trade union organisation (PTO) of the Khmelnytskyi Nuclear Power Plant (KhNPP) since 2002. During this period, he has not only performed the function of protecting employees' interests but also participated in political life. In 2010–2015, Huk held the position of deputy of the Netishyn City Council from the "Our Ukraine" party.
The trade union structure's financial reports for 2025, published in the YouControl analytical system, record total revenue of UAH 92.106 million. At the same time, net profit is stated as UAH 0. Although the absence of profit is normal for a non-commercial organisation, experts draw attention to the transparency of the distribution of such significant funds. The list of individuals who received income from the trade union includes employees of various KhNPP units, specifically the transport workshop and accounting department, as well as certain representatives of the Netishyn City Council.
In March 2025, nuclear energy expert Olha Kosharna published a material with accusations of forced collection of employee signatures to transfer 50% of the "13th salary" to the needs of the Armed Forces of Ukraine. Media also reported on possible threats to personnel regarding problems with protection from mobilization and taking nuclear safety exams.
Business ties with former deputies and plant management
In addition to trade union activities, Mykhailo Huk is a participant in several commercial structures. In 2010, he became a co-founder of LLC "YAVIR-INVEST", which engaged in hunting and ceased operations in 2016. The company's head was Volodymyr Nikychuk, a former deputy of the Netishyn City Council from the "Batkivshchyna" party (elected in 2006).
Among other participants of the company were Serhiy Shumyk (city council deputy from "Batkivshchyna" in 2010, previously an assistant to People's Deputy Oleksandr Budzherak) and Oleksiy Denysyuk (deputy from "Batkivshchyna" in 2006, master of the KhNPP electrical workshop). Oleg Khatyomkin, deputy chief engineer for technology and engineering at KhNPP, a native of Kemerovo Oblast who previously featured in a criminal case for illegal storage of ammunition, was also a participant.
Particular attention is drawn to the participation in LLC "YAVIR-INVEST" of Oleg Rakhlynskyi, deputy general director of KhNPP. His name was mentioned in 2019 in a "Radio Svoboda" material regarding the choice of the Russian company "Atomstroyexport" for the construction of new energy blocks at KhNPP in 2008. Rakhlynskyi then explained the choice by the desire to reduce the project cost.
In 2018, Mykhailo Huk joined the service cooperative "Housing and Construction Cooperative 'Uspishnyi'". Among its co-founders are Alim Koptiuk (former deputy from the "Front of Changes", candidate from "Batkivshchyna" in 2020) and Borys Shevchuk (former deputy from "Batkivshchyna", former head of the Netishyn education workers' trade union). Currently, the cooperative is in the process of liquidation, and financial reporting is absent.
The property status of the Huk family
An analysis of the assets of Mykhailo Huk and his close relatives revealed a significant volume of real estate and vehicles. In 2022, Huk purchased a private house in Netishyn on Lisova Street, with an area of 121.6 sq. m, along with a land plot of 0.0298 ha. According to Google Maps, a church called "Spasinnia" previously functioned at this address. He also owns an apartment of 137.3 sq. m in Khmelnytskyi Oblast, purchased in 2004.
Mykhailo Huk's vehicle fleet includes a 2016 BMW X5 (purchased in 2020, market value approximately USD 34,000), a 2019 Indian Challenger Limited motorcycle (purchased in 2023, estimated value USD 24,000), and a 1987 Tabbert 660 trailer.
Mykhailo Huk's wife, Lyudmyla, became the owner of an apartment in the "Comfort Town" residential complex in Kyiv in 2019. The average cost of real estate in this complex is approximately USD 175,000. In 2024, she purchased an apartment of 62.6 sq. m in Uzhhorod (Hirskyi Lane, building 8), where the MM GROUP APARTMENT GOLD hotel is also located. In addition, Lyudmyla Huk owns a land plot of 0.307 ha in the village of Novyi Kryvyin in Khmelnytskyi Oblast.
The couple's son, Oleksiy Huk, purchased a three-room apartment of 83.4 sq. m in the same "Comfort Town" residential complex in Kyiv as early as 2014. The current value of similar real estate is estimated at approximately USD 168,000. He also owns a garage in this complex (parking space value from USD 15,000, rental from UAH 4,000/month).
According to registries, Oleksiy Huk is registered as a sole proprietor with the type of activity "Other types of retail sale in non-specialised stores". At the same time, analysis of contact data indicates his possible work as a hookah specialist in nightclubs in Kyiv. This casts doubt on the sources of funds for the purchase of such real estate.
Judicial history and corruption risks
In 2021, Mykhailo Huk was the plaintiff in civil case No. 2/679/154/2021 regarding the cancellation of a title deed. The defendants were "Energoatom" and the executive committee of the Netishyn City Council. The court left the claim unprocessed due to procedural violations, specifically incomplete payment of the court fee.
The main risk is related to the mechanism for procuring health resort services. Trade unions are not customers under the law on public procurement, so they can conclude contracts without open tenders. Article 12 of the Law "On Trade Unions" exempts them from accountability to state bodies and employers. An audit is carried out by the trade union's own committee, which creates a conflict of interest.
Previously, media reported on the overvaluation of voucher costs and the possible involvement of intermediaries, which further increased expenses. Against the backdrop of the "Midas" case, where the NABU and SAP reported on systematic demands for kickbacks of 10–15% from "Energoatom" contracts (November 2025), the issue of transparency in the use of funds by the KhNPP trade union becomes particularly acute.
Currently, the question of the sources of funds for the formation of the property status of Mykhailo Huk's family remains open. StopCor is already preparing inquiries on these issues to KhNPP and its trade union organisation.
