Accelerating weapons transfers and production in Ukraine

France has accelerated missile deliveries to Ukraine and intensified work on joint defence projects, particularly in the fields of drones and air defence. French President Emmanuel Macron stated this on 16 October following a meeting of the European Council in Brussels.

“We have accelerated the new supply of missiles, as well as all the work we are doing in the field of drones and air defence,” Macron emphasised.

According to him, additional meetings will take place in the coming days aimed at accelerating the procedures for granting licences for weapons production. This should allow for the faster organisation of the production of certain types of French weapons directly in Ukraine – at enterprises that will receive the relevant permits.

Satellite data and early warning systems

A separate area of assistance is satellite data and early warning of attacks, which will enhance Ukraine's capabilities to detect threats and respond to them in advance.

“We are actively working to help Ukraine strengthen its ability to counter aggression thanks to satellite imagery and early warning systems, which are absolutely essential. And Europe has solutions in this area,” the French president stated.

Satellite imagery helps track the movement of troops and equipment, detect changes at military facilities, and assess the aftermath of strikes. Early warning systems, in turn, enable the faster detection of air threats and the transmission of information for response.

This area is gaining particular significance following recent disruptions and restrictions in the operation of the US military satellite system Starshield, which Ukraine uses for battlefield communications and drone operations. Kyiv states that it is working with partners, including France, to expand available capabilities.

Supporting European unity and joint projects

Macron also confirmed that France is working on joint defence projects with Ukraine. The president's statement continues the agreements reached between Paris and Kyiv in July. They provide for the development of joint weapons production and the acceleration of the transfer of necessary military technologies to Ukraine.

Among the systems mentioned in previous Franco-Ukrainian agreements are AASM Hammer air bombs and SCALP cruise missiles, as well as Aster 30 air defence missiles. The agreement provided for the possibility of licensed production of certain types of weapons in Ukraine.

The French president emphasised that Europe continues to financially support Ukraine. He also called on Europeans to remain united against the backdrop of uncertainty regarding further US policy.

“We will not leave Ukraine and the Ukrainian people without support, as this is a war of resistance to Russian aggression,” Macron stated.

According to him, when doubts arise and some partners hesitate, Europe's task is to remain firm in its position. “It is a matter of Europe's security and the protection of international principles,” he underlined.
