In absentia suspicion notification for former official
Former Naftogaz official Vitaliy Shcherbenko has been notified of suspicion in absentia. He is accused of involvement in a scheme to siphon off federation funds through a controlled public organisation. According to the investigation, these actions caused nearly 9.6 million hryvnia in damages to enterprises in the oil and gas sector.
Scheme of falsifying decisions and extending powers
According to the investigation's version, the head of the federation and a representative of its Poltava branch falsified presidium decisions. They involved controlled organisations and illegally extended their powers until 2030.
The public organisation created within the scheme was headed by a person close to the federation head. This person requested 21 million hryvnia in non-repayable financial aid, allegedly to carry out statutory tasks.
Disposal of funds and detection of violations
The required amount was transferred in two payments: 5 million hryvnia and 16 million hryvnia. These funds were placed in a deposit, and the interest accrued on them was disposed of at the discretion of the suspects.
An analysis of banking operations established that over 9.5 million hryvnia of the second payment consisted of targeted contributions from three major oil and gas enterprises. The investigation believes these funds were used contrary to the designated financing goals.
